The Alliance for Health Policy (“Alliance”) seeks an attentive health policy professional who excels at research, policy analysis, and content development to join our team as a policy manager. The policy manager ensures Alliance programs are timely, relevant, well-researched, and representative of diverse viewpoints. This person will be an integral member of the policy and content team in the production of high-quality and unbiased programming for members of Congress, congressional and executive branch staff, media, and health policy experts. This team is responsible for ensuring that programs live up to the Alliance standards for the balanced exchange of evidence, experience, and feature multiple perspectives.

The policy manager will work as part of the policy team to research a variety of current health policy issues, provide recommendations on topics, and support cultivation and maintenance of relationships with relevant policy experts and stakeholders. The policy manager will work across teams collaboratively, ensuring that policy and content deliverables and decision-making is aligned with overall project plan and meets audience needs.

This is a full-time position in Washington, D.C., with a minimum of 2 days of in-office work expected in our hybrid arrangement. Exceptional candidates outside the greater Washington DC area may be considered in a remote capacity; please specify on your application if your application is contingent on a remote work arrangement. Periodic travel is required for remote employees.

The Alliance’s core offerings are our in-person/virtual and impartial educational events and convenings. These events allow attendees to better understand a wide range of foundational and niche health policy issues, as well as the various viewpoints of the health policy community that surround those issues. The Alliance does not lobby or advocate for positions or legislative/regulatory approaches through these briefings. For each briefing, we assemble a balanced panel of expert speakers who present background information, evidence, and insights on a given topic, facilitate a discussion that is relevant to the attendees’ day-to-day work, and provide curated lists of resources and experts for further research. We conduct approximately 50 virtual and in person events and convenings per year for audiences ranging from new congressional staff to seasoned policy experts and media, in addition to maintaining an active schedule of policymaker outreach and stakeholder engagement.

The policy manager role is focused on surveying issue landscapes, developing the editorial scope on an issue, identifying panelists, and developing all necessary materials for three to five events simultaneously.

Primary Responsibilities

Working with the Alliance’s small and vibrant staff, and reporting to the Vice President of Policy, the policy manager’s responsibilities include, but are not limited to:

  • Simultaneously researching issues and defining the policy content that will be highlighted for multiple events and/or reports (editorial scope)
  • Developing and maintaining relationships with various experts, stakeholders, and policymakers both within in the Alliance community as well identifying new ones
  • Connecting with said community to identify educational objectives, key insights, and develop a slate of moderators and panelists for Alliance events
  • Preparing event speakers so that they understand their role in the discussion as well as helping to assemble audience materials
  • Integrating timelines into cross-functional workplans, meeting deadlines and producing deliverables
  • Support policy and content team efforts to develop and maintain relationships with the policymaker community, track audience needs and identify trends relevant for Alliance programs
  • Serve as internal subject matter expert, and contribute to insight development, program strategy, grant development, and other special projects
  • Support evaluation and insight development efforts to ensure policymaker needs are met

Skills and Expertise

The policy manager should have a strong, broad comprehension of the U.S. health care system and will be expected to consistently and quickly gain in-depth knowledge about new and evolving policy topics. Given the strong nonpartisan brand of the Alliance, this person must be able to approach their work in an impartial and comprehensive way. The policy manager must be a proactive problem solver with an ability to take on a number of different policy topics and prepare multiple Alliance events simultaneously. This person will regularly liaise with high-level policy professionals, government officials, funders and their staff, so excellent judgment, poise, and strong written and verbal communication skills are essential.

Specifically, the policy manager should have demonstrated skills or expertise in the following areas:

Basic Qualifications

  • This is not an entry-level position. A bachelor’s degree in a relevant subject from an accredited university and a minimum of 3 years of work experience in health policy required. Candidates with additional years of experience are encouraged to apply and will be evaluated accordingly
  • Experience at a federal legislative or executive entity, or experience at a consulting organization, law firm, communications firm, think tank, news organization, trade association, or similar with strong policymaker engagement, is required
  • Strong understanding of the U.S. health care system and health policy landscape
  • Strong foundational knowledge of the federal legislative and regulatory processes
  • Professionalism and commitment to consistently high-quality, thorough work
  • Excellent judgment, poise, and strong written and verbal communication skills
  • Commitment to the nonpartisan status and mission of the Alliance

Research and Analysis

  • Discernment and instinct for how political and stakeholder points of view apply to specific health policy issues
  • Working knowledge/relationships with subject matter experts across one or more areas of health policy; solid ability to research, identify, and vet credible experts and persons with lived experience across multiple areas of health policy and with diverse viewpoints
  • Capacity to conduct secondary research and ability to quickly synthesize information into key takeaways
  • Commitment to incorporating the perspectives of multiple communities, including historically marginalized communities, in keeping with our value to include diverse perspectives in consequential conversations, and addressing health equity considerations throughout Alliance programming
  • Ability to rapidly take lead in active, ongoing projects
  • Subject matter expertise in coverage, costs and affordability, health care markets, older adults, and/or mental health a plus

Content Development

  • Strong editorial judgement and writing proficiency, ability to seamlessly blend evidence, policy analysis, and diverse viewpoints to tell an accurate, understandable, and comprehensive “story” about a policy issue
  • Ability to organize and synthesize large amounts of complex information into accessible, engaging language, visuals, and event structure
  • Ability to think creatively and strategically about assembling an engaging flow of information and facilitating discussion and dialogue
  • Commitment to upholding the Alliance’s values in policy and content development, and to aligning Alliance content to audience needs

Project Management

  • Capacity to contribute to a cross-organization system for tracking, monitoring, and prioritizing multiple issues, deadlines, and projects, delivering on “promises made, promises kept”
  • Ability to efficiently work autonomously and as part of a small team as well as with a range of external stakeholders
  • Ability to manage deadlines and expectations across multiple projects

Compensation

Salary $65,000-72,000, depending on experience and qualifications. Please include your salary requirements with your application if they exceed the posted range. The Alliance for Health Policy offers an outstanding benefits package, including:

  • Platinum-level medical insurance, dental insurance, and vision insurance with 80% employer-paid premium subsidy for employees and 50% for family members;
  • 12 weeks of 100% paid parental leave;
  • $2 for $1 retirement contribution match, up to 10% of salary, with immediate vesting;

  • Up to $1,000 relocation assistance available to candidates moving from outside the Washington, D.C. metro area;
