The Alliance for Health Policy (“Alliance”) is hiring a Vice President of Program Strategy & Management. This position will manage a small team and oversee planning, execution and evaluation of our growing portfolio of nonpartisan health-policy education, convenings, solutions focused dialogues and thought-leadership programs. This role is a part of the senior management team that drives the overall strategy for the organization, reporting directly to the CEO and working closely with the finance, policy, and development and engagement teams.

The ideal candidate will have extensive leadership experience in a supervisory role overseeing the creation of new programs, products and services; ensuring exceptional execution of programs and events; account management; change management; and significant exposure to the health policy field.

This is a full-time position in Washington, D.C., with a minimum of two days of in-office work expected in our hybrid arrangement.

The Vice President of Program Strategy & Management will work in close coordination with the senior leadership team and the program management team to carry out the following responsibilities:

Team Management and Organizational Leadership

  • Work effectively as part of the senior leadership team to drive organizational program strategy and advance the Alliance’s mission
  • Manage, develop and retain a high performing, collaborative, and effective program management team
  • Foster a team and organizational culture aligned with the Alliance’s core values
  • Communicate key updates and progress against goals to the CEO and Alliance team
  • Serve as lead liaison with any program review groups, including the Board program committee
  • Contribute to Alliance strategic planning and budgeting process to ensure enterprise-wide strategy reflects Alliance programmatic insights, needs, and capabilities
  • Drive the internal alignment of systems, processes, and people to meet the organization’s Program Strategy and Management goals, including change management, program management, and continuous quality improvement efforts

Program Strategy

  • Develop the multi-year vision for the Alliance’s portfolio of program offerings, products and services to align with the Alliance’s strategic goals and development opportunities
  • Oversee the Alliance’s annual, quarterly, and monthly program schedule and strategy to balance and align program commitments, internal capacities, audience needs and interests, policy windows, external factors, and the mix of content across the Alliance’s pillars, subject areas, and delivery channels
  • Work with the Policy and Federal Affairs team to identify and record market and audience insights, and opportunities for responsive new programs and revenue streams
  • Oversee the development of program goals, objectives and KPIs to support data-driven decision making and reporting
  • Develop program management dashboards, SOPs
  • Ensure program fidelity to the “Alliance way,” with alignment to the Alliance’s mission, core values, theory of change, editorial integrity, and strategic pillars

Products and Services Innovation and Delivery 

  • Collaboratively lead innovation and delivery of standardized, marketable product lines, and lead the occasional creation of bespoke products and services as required
  • Support the development team in evaluating and aligning funding opportunities with organizational and programmatic goals
  • Support the development team through key aspects of the proposal development process, including writing program and grant proposals
  • Oversee the scoping of potential products and grant proposals, including the creation of program roadmaps, milestones, and success metrics
  • Develop staffing and work plans for programs to guide staffing and pricing decisions
  • Ensure accountable systems for reporting results to funders, including high-impact grant reports

Program and Grants Management and Evaluation

  • Ensure that the Alliance delivers on commitments to funders and key stakeholders, embodying the principle of ‘promises made, promises kept’
  • Lead in-house team members and contractors to ensure the stellar delivery of Alliance programmatic event functions, including event coordination and preparation, experience design for meaningful and impactful events and convenings, facilitation planning, speaker prep and management, event logistics (in person and/or virtual), internal coordination and management of external partners and consultants
  • Ensure the Program Management and Strategy team is establishing and maintaining durable and healthy funder and stakeholder relationships with timely and effective communication and predictable and consistent engagement strategies
  • Ensure appropriate funder expectations and boundaries are established and maintained in accordance with Alliance values and editorial policy
  • Oversee the collection and use of program and stakeholder data for program evaluation and continuous quality improvement
  • Ensure Alliance program strategy and data collection support and advance diversity, equity, and inclusion goals across programming
  • Oversee process improvements to increase efficiency and cost-effectiveness of program development and execution
  • Work with Vice President of Finance and relevant staff to develop program and budget contingencies as needed
  • Ensure program management tools and reporting systems are consistently utilized across the organization
  • Collaborate with colleagues to support the collection and sharing of knowledge that is generated by the programs
  • Manage (directly or indirectly) engagements with external partners and consultants to achieve programmatic objectives

Qualifications: Experience

  • Minimum of 8 years of executive leadership experience in program management, product development, and grants/account management
  • Significant experience and familiarity with the health policy field; outstanding candidates with a stellar and translatable track record of program strategy and management in other fields may also be considered
  • Proven success in leading high performance teams to achieve organizational results
  • Demonstrated ability to collaboratively, transparently, and effectively bring structure to a creative process;  you can create and follow through on exemplary execution of novel and innovative projects that achieve organizational goals
  • Experience establishing and improving program management processes
  • Prior experience with overseeing a strategic portfolio of events
  • Bachelor’s degree or higher in a relevant field
