Outreach and Enrollment for Kids

Millions of children are eligible for Medicaid and the State Children’s Health Insurance Program (SCHIP), but remain without coverage. How have state budget constraints affected outreach and enrollment in Medicaid and SCHIP? What are the goals of the Administration’s proposed “Cover the Kids” campaign?

To help address these and related questions, the Alliance for Health Reform and The Robert Wood Johnson Foundation sponsored a March 23 luncheon briefing. Panelists were: Dennis Smith, director of the Center for Medicaid and State Operations within the Center for Medicare and Medicaid Services; Greg Martin, senior research analyst at the National Conference of State Legislatures; Donna Cohen Ross, director of outreach at the Center on Budget and Policy Priorities. Stuart Schear of the Robert Wood Johnson Foundation made opening remarks, and Ed Howard of the Alliance moderated the discussion.
