2025 BLC Congressional Fellowship

The Alliance for Health Policy’s inaugural 2025 BLC Congressional Fellowship equipped rising Hill staff with practical, nonpartisan training in health policy, legislative and leadership skills.

In 2025, the Alliance for Health Policy launched the inaugural class of the Bipartisan Learning Communities (BLC) Congressional Fellowship.

Over the course of the year, fellows engaged in monthly sessions that combined foundational health policy content with Hill-relevant skills and experiential learning. Based on adult-learning best practices and recommendations from the working group of policy and education experts, the Alliance worked closely with fellows to tailor educational sessions to their needs and interests.

Educational panels and workshops explored topics such as budget reconciliation, committee operations, and the economic and political legacy of the Affordable Care Act. Fellows also took part in small-group dinners with health policy leaders, where candid conversations highlighted the career pathways and perspectives that shape policymaking today.

The fellowship culminated on November 20, 2025, with a reception celebrating the fellows who completed the program and recognizing the expert speakers who shared their time and insights. At the reception, the Alliance unveiled “Health Policy Leader Trading Cards” to honor and celebrate both the fellows and the cross-sector experts who contributed to their learning throughout the year.
