Claire Sheahan, M.Sc.

Claire is the Chief Executive Officer at the Alliance for Health Policy. She is a dynamic executive with more than 25 years of experience effectively engaging others to catalyze change in health care and health policy. 

Claire has served in leadership roles in associations, corporations,  consulting and communications firms, including GMMB, the Blue Cross Blue Shield Association, Fleishman Hillard, the Generic Pharmaceutical Association (now AAM), Avalere, Alexion Pharmaceuticals, and others. In these roles, she has managed effective educational and engagement campaigns, introduced new capabilities, products and services, established novel cross-functional teams, and successfully achieved gains in reputational status, growth and audience impact. 

In her career, she has worked for organizations across the spectrum in health care ranging from scientific discovery to public health to patient advocacy.  These include non-profits like the Robert Wood Johnson Foundation, The Bill and Melinda Gates Foundation, and National Health Council; medical leaders like the American Academy of Family Physicians, the International Society for Stem Cell Research and Mayo Clinic; and companies like Biogen, Cigna, and Siemens Health. 

Claire is a graduate of the University of Illinois at Champaign-Urbana, where she served a semester as a research assistant to a member of UK parliament, and a co-founder of the campus sketch comedy troupe. She also holds an MSc. with Distinction from the London School of Economics in Media and Communications, where her dissertation focused on the construct of public opinion within the halls of the U.S. Congress. Claire also served as an adjunct professor at Johns Hopkins University, teaching students in the Communications MA program. She is the mother of two children, a cancer survivor, and serves as a Director on the Fairfax Library Foundation Board.

Elizabeth Hall

Elizabeth Hall is the vice president of public policy and issues management at Elevance Health. Ms. Hall and her staff work closely with business unit leaders, senior executives, and internal subject matter experts to develop enterprise positions on federal and state legislation as well as federal regulations related to our core business. From 2010 – 2021, she served as the company’s vice president of Federal Affairs. Prior to joining Elevance Health, Ms. Hall served as the director of the Office of Legislation at the Centers for Medicare & Medicaid Services at the U.S. Department of Health and Human Services. She also worked for Sen. Bill Frist (R-Tenn.) in Congress. She has a bachelor’s in sociology from the University of Pennsylvania.

Mike Park, J.D., MPH

Mike Park is a partner in Alston & Bird’s Health Care Legislative & Public Policy Group. He has more than 20 years of health law and policy experience. He focuses his practice on representing health care providers, insurers, and manufacturers before Congress and the administration on a wide range of health care legislative and regulatory issues and also counsels clients in connection with congressional investigations. Before joining Alston & Bird, Mr. Park served as health policy counsel to Senator Charles Grassley (R-IA) during his tenure as Chairman of the Senate Committee on Finance, where he developed legislation on issues including Medicare payment policy, health information technology, and program integrity and conducted congressional investigations on public and private health care stakeholders. Mr. Park also served as a policy coordinator in the U.S. Department of Health and Human Services Office of the Secretary, as a project officer for Medicare payment demonstration programs at the Centers for Medicare & Medicaid Services, and as a health research analyst at the Center for Studying Health System Change. He currently serves as an adjunct faculty member at George Washington University’s School of Public Health. He received his bachelor’s degree from Connecticut College, his juris doctorate degree from Penn State Dickinson School of Law, and his master’s in public health from Columbia University.

Lisa Chimento, MBA

Lisa Chimento is an experienced health care executive who brings more than 30 years of experience across the U.S. health care system. Ms. Chimento most recently served as senior strategic advisor to Circle Home Telehealth Services, a private equity-backed chronic care management company that acquired Precise Telehealth, Inc., a digital health start-up where she served the Chief Executive Officer and Chair of the Board of Directors. She recently served on the Council of Strategic Advisors of Wavemaker Three-Sixty Health, a venture capital fund focused on early-stage health care companies.

Ms. Chimento is the former Chief Executive Officer of The Lewin Group, Optum’s government consulting and analytics business, where she led nearly 400 professionals in bringing innovative solutions to the most pressing health and health care issues facing government agencies today. She also played multiple roles in Optum/UHG, serving as Chief Product Officer of Optum Government (now known as OptumServe) and as the lead executive for Optum’s state health exchange remediation work in Maryland and Massachusetts.

Ms. Chimento is an active member of her community and serves as the Secretary/Treasurer of Neighborhood Health, Northern Virginia’s largest Federally Qualified Health Center, and the Vice Chair of the Alexandria Public Health Advisory Commission. Ms. Chimento was formerly the Chair of the Board of the Northern Virginia Health Foundation and the Chair of the Alexandria Budget and Fiscal Affairs Advisory Committee.

She earned her MBA at Yale University and her BA in Economics at the University of Virginia.

Liz Fowler, Ph.D., J.D.

Liz Fowler is a nationally recognized expert in federal health policy and Distinguished Scholar on the faculty of the Johns Hopkins Bloomberg School of Public Health and the Carey Business School. Most recently, Liz was Deputy Administrator and Director of the Innovation Center at the Centers for Medicare & Medicaid Services (CMS). In that role, she was responsible for advancing innovative payment and care delivery models in Medicare and Medicaid to promote value-based care on a national scale. These value-based payment models have provided an important testing ground and scaling opportunity for innovative start-ups and health care disrupters.

Prior to leading the Innovation Center, she was Executive Vice President of programs at The Commonwealth Fund and Vice President for Global Health Policy at Johnson & Johnson. In 2011-2012, she served as special assistant to President Obama on health care and economic policy at the National Economic Council to implement the Affordable Care Act (ACA). As Chief Health Counsel at the Senate Finance Committee, she played a major role in the drafting and passage of the ACA in 2010, and she also played a key role drafting the 2003 Medicare Prescription Drug, Improvement and Modernization Act (MMA). Liz has over 25 years of experience in health policy and health services research. She earned a bachelor’s degree from the University of Pennsylvania, a Ph.D. from the Johns Hopkins Bloomberg School of Public Health, and a law degree (J.D.) from the University of Minnesota. She is admitted to the bar in Maryland, the District of Columbia, and the U.S. Supreme Court. Liz is a Fellow of the inaugural class of the Aspen Health Innovators Fellowship and was elected to the National Academy of Medicine in 2022.

Vicky Gregg

Vicky Gregg has a deep experience in health care ranging from direct patient care to her long tenure as a chief executive spans hospital administration, long-term care, and health care benefits and financing. Currently she is a co-founder of Guidon Partners, GP, LLC since November 2014. Ms. Gregg served as the chief executive officer of BlueCross BlueShield of Tennessee from January 2003 to December 2012. She served as market vice president for Humana in Kentucky, Ohio, and Indiana prior to joining BlueCross. Ms. Gregg was appointed by Senate Majority Leader Bill Frist to the National Institutes of Health Commission on Systemic Interoperability, served on the Boards of the BlueCross BlueShield Association and America’s Health Insurance Plans, including two years as Chair, the National Institute of Healthcare Management (NIHCM), and the Board of the University of Tennessee.

Charlotte Ivancic, J.D.

Charlotte Ivancic is a partner at Tarplin, Downs & Young, LLC and spent more than a decade on Capitol Hill serving as a health care policy advisor to members of the United States Senate and United States House of Representatives. Before working for Congress, Charlotte was a health care attorney in a D.C. regulatory practice. She also worked at Children’s Hospital in Boston prior to attending law school at Boston University, where she concentrated in health law.

Demetrios L. Kouzoukas

Demetrios L. Kouzoukas has deep experience in every health care sector and spanning business, law, and government. He is a partner at the Team8 Health venture foundry, a member of the Board of Directors of Clover Health, director of Paragon Health Institute’s Medicare Initiative, and a member of the American Medical Association Digital Medicine Payment Advisory Group. From 2017 to 2021, Kouzoukas served as the chief executive of the Medicare program at the Centers for Medicare and Medicaid Services (CMS). In that role, he worked with patients, policymakers, providers, insurers, and manufacturers to improve health care in the United States. Prior to joining CMS, Demetrios was a senior executive at UnitedHealthcare’s Medicare business. He has also served as Principal Associate Deputy Secretary and as Deputy General Counsel of the U.S. Department of Health and Human Services, working with every part of the Department’s portfolio. He has built innovative practices focused on new regulations and business models at two leading health care law firms. In addition, he has represented the public as an expert in public administration and health benefits as an appointee to the Administrative Conference of the United States.

the AAFP Divisions of Government Relations, Practice Advancement, and Strategic Engagements. Prior to joining the AAFP, Stephanie Quinn was vice

president of federal government affairs at CareFirst Blue Cross Blue Shield where she led the company’s federal legislative agenda on issues such as market stability, drug pricing policy, and social determinants of health. Before CareFirst, Stephanie was assistant director of congressional relations for the American Society for Radiation Oncology (ASTRO) and served as deputy director of federal government affairs for Horizon Blue Cross Blue Shield of New Jersey. Stephanie holds a combined degree in linguistics and Spanish from the Mary Washington College in Fredericksburg, Virginia.

Cynthia Rice, MPP

As a healthcare executive, patient advocacy leader, and senior government official for more than three decades, Cynthia Rice has advanced numerous innovative initiatives to expand healthcare access, strengthen communities, and accelerate breakthrough therapies.

Ms. Rice currently serves as Head of Patient Advocacy and Alliance Development for UCB, a global leader in neurology, immunology, and rare disease medicines. She previously served as Chief Mission Strategy Officer for JDRF, accelerating the development and access to life-changing breakthroughs for people with type 1 diabetes, and in the White House and U.S. Senate as a healthcare, budget, and social policy advisor. Ms. Rice has a master’s degree in public policy from the University of California at Berkeley and a bachelor’s degree from Harvard University.

Marc Samuels, J.D., MPH

Marc Samuels is founder and CEO of ADVI Health, a health care and life sciences advisory and consulting services firm headquartered in Washington, DC that helps clients accelerate growth, trailblaze innovation, and expand coverage of products and services. Marc also founded the firm’s life science accelerator, adviLAB, to invest in digital therapy, AI, MedTech, and cell and gene therapy clients in early stages of development. Marc has played a role in over 200 product and service projects over the last two decades from cell and gene, to rare and ultra-rare to oncology, and digital therapies. Marc has worked widely across the US health care system to improve regulatory and payer policy, promote appropriate clinical outcomes, and highlight the importance of the patient experience. Before founding ADVI, Marc was a partner in HillCo Partners, an Austin-based public affairs and advocacy company. He served both President George W. Bush and George H.W. Bush at the Texas Health and Human Services Commission, the Governor’s Policy Office, the Vice President’s Council on Competitiveness, and the White House Office of Policy Development, respectively. Marc began his career as an HIV researcher at the Midwest AIDS Behavioral Research Center in Ann Arbor. Marc speaks frequently on business strategy and policy matters. His comments and analyses have appeared in STAT News, The Pink Sheet, Fierce Healthcare, the Journal of Oncology Practice, Medical Economics, among other places. Marc earned his juris doctorate at the University of Texas, a master’s in public health from Yale School of Public Health, and a bachelor’s degree in neuropsychology from the University of Michigan. Marc is a visiting fellow at the Duke-Margolis Center for Health Policy, serves on the Board of Directors of NCCN Foundation, and is on the Advisory Board of the UCSF Rosenman Institute where he co-developed the Rosenman ADAPT and RISE programs, the later specifically created to advise and support founders from underrepresented groups to make the launch and scale of their health tech, digital or life science innovation as successful as possible.

Susan Turney, M.D.

Susan Turney, M.D., is the former CEO of Marshfield Clinic Health System (MCHS), and a nationally recognized physician administrator, leader and speaker on topics including rural health, strategic planning, executive management and external relations. Prior to her MCHS position, Dr. Turney was President and CEO of Medical Group Management Association (MGMA), the leading association for medical group practice administrators and executives, from 2011-14. She was CEO and Executive VP of the Wisconsin Medical Society from 2004-11. She is a Fellow in the American College of Medical Practice Executives (FACMPE), having earned that distinction in 2005. Her career in management was complemented by 22 years of service as an internal medicine physician at Marshfield Clinic, serving in education and leadership roles and as medical director for Patient Financial Services from 1995 to 2004. Dr. Turney, a native of Mellen, Wisconsin, graduated from Northland College, Ashland, Wisconsin; and the University of Wisconsin-Madison School of Medicine and Public Health. She completed her internal medicine residency at Marshfield Clinic/Ministry Saint Joseph’s Hospital, Marshfield, Wisconsin, and earned a masters degree in administrative medicine from UW-Madison.

Ladd Wiley, J.D.

Ladd Wiley leads the Public Policy team at Epic and is a member of Epic’s Board of Directors. Prior to joining Epic, Ladd was in private practice in Washington, DC working in health policy. He is an expert in the Senate confirmation process and has guided numerous cabinet level and agency heads through that process.

Ladd has extensive experience in government leadership and health policy. He previously served as HHS’ Principal Deputy General Counsel and Counselor to the HHS Secretary. Before that, he was Chief Counsel to the Governor of Wisconsin.

M. Roy Wilson is the president of Wayne State University. Prior to joining Wayne State, Dr. Wilson served as deputy director for strategic scientific planning and program coordination at the National Institute on Minority Health and Health Disparities (NIMHD) of the National Institutes of Health (NIH). Previously, Dr. Wilson was dean of the School of Medicine and vice president for health sciences at Creighton University, president of the Texas Tech University Health Sciences Center, chancellor of the University of Colorado Denver/Anschutz Medical Campus and chair of the Board of Directors of University of Colorado Hospital. Dr. Wilson received his undergraduate degree from Allegheny College, a master’s degree in epidemiology from the University of California, Los Angeles, and a medical doctorate from Harvard Medical School.

Tanisha Carino, Ph.D. is a partner with the Brunswick Group, an advisory firm that helps clients navigate the interconnected financial, political, and social worlds to build trusted relationships with all their stakeholders. She is a corporate affairs and health policy expert who brings over 20 years of experience across multiple healthcare leadership positions in government, private, and non-profit sectors. Prior to joining Brunswick, Tanisha held executive roles as the first Chief Corporate Affairs Officer of Alexion, Executive Director of FasterCures/Milken Institute, led US public policy at GlaxoSmithKline, and was the head of life sciences strategic advisory services for Avalere Health. She began her career as an HIV case worker in Atlanta and a policy researcher in the Medicare program. Dr. Carino is a Fulbright Fellow, has served as a Visiting Fellow for the White House Office of Science and Technology Policy, and earned her doctorate in health policy from Johns Hopkins University. She is associate faculty at the Johns Hopkins Bloomberg School of Public Health, a Visiting Fellow for the Duke-Margolis Health Policy Center, serves on the Board of Directors of Silk Road Medical, One Mind, and is the former Vice-Chair of the Alliance for Health Policy.

Sarah J. Dash, MPH

Sarah is the advisor to the chief executive officer at the Alliance for Health Policy. She drives the mission and vision of the Alliance, as well as advances and maintains the reputation of the organization as the leading nonpartisan resource for policymakers and health leaders in an evolving health policy environment. Sarah joined the Alliance in 2014 as the vice president for policy and became president and CEO in May 2017. Sarah has long been an influential force in shaping health policy, having served as a senior aide on Capitol Hill and as a member of the research faculty at the Georgetown University Health Policy Institute’s Center on Health Insurance Reforms. Sarah holds a master’s degree in public health from the Yale School of Public Health and a bachelor’s degree in chemistry and literature from MIT. Sarah also holds an executive certificate in nonprofit management from Georgetown University.

Dan Mendelson is CEO, Morgan Health, of JPMorgan Chase & Co. He was previously founder and CEO of Avalere Health, a healthcare advisory company based in Washington D.C. Dan also served as operating partner at Welsh Carson, a private equity firm. Before founding Avalere, Dan served as associate director for Health at the Office of Management and Budget in the Clinton White House. Dan currently serves on the board of Champions Oncology (CSBR) and is adjunct professor at the Georgetown University McDonough School of Business. He previously served on the boards of Coventry Healthcare, HMS Holdings, Pharmerica, Partners in Primary Care, Centrexion, and Audacious Inquiry. Margaret A. Murray

Margaret Murray is the founding CEO of the Association for Community Affiliated Plans (ACAP). Prior to leading ACAP, Mrs. Murray was the Medicaid director in New Jersey and oversaw the expansion of the FamilyCare program to cover all children under 350 percent of poverty. She was also a senior budget analyst for the U.S. Office of Management and Budget. She has served the Institute of Medicine’s Committee on the Public Financing and Delivery of HIV Care, the Maryland Community Health Resources Commission and on the board of a Community Health Center in Southern Maryland. She received her master’s in public affairs from the Woodrow Wilson School of Princeton University and her bachelor’s cum laude in economics and classical civilization from Wellesley College.

Francine Parker was the executive director of the UAW Retiree Medical Benefits Trust. The UAW Trust, launched in 2010, administers health care benefits to more than 806,000 retirees and eligible dependents from General Motors, Ford and Chrysler. Prior to her role at the UAW Trust, Ms. Parker served as president and chief executive officer of Health Alliance Plan and senior vice president of insurance-purchaser relations for Henry Ford Health System. Ms. Parker is a former Board Member of the Alliance for Health Policy.

Thomas Scully, J.D.

Tom Scully is a general partner at Welsh, Carson, Anderson & Stowe. Prior to joining WCAS, he was the administrator of the Centers for Medicare & Medicaid Services for three years under President George W. Bush and the president and CEO of the Federation of American Hospitals for six years. He also served as the deputy assistant to the president and as the associate director of Office of Management and Budget, under President George H.W. Bush, and he has practiced law at Alston and Bird; Patton Boggs; and Akin, Gump, Strauss Hauer and Feld. Scully received a B.A. from the University of Virginia in 1979 and a J.D. from Catholic University in 1986.

Reed V. Tuckson, M.D. is the managing director of Tuckson Health Connections, a health and medical care consulting business that brings people and ideas together to promote optimal health outcomes. Previously, he enjoyed a long tenure as executive vice president and chief of medical affairs for UnitedHealth Group. Prior to that, Dr. Tuckson’s career includes leadership positions as Senior Vice President for Professional Standards of the American Medical Association (AMA); President of the Charles R. Drew University of Medicine and Science in Los Angeles; Senior Vice President for Programs of the March of Dimes Birth Defects Foundation; and the Commissioner of Public Health for the District of Columbia. He is the former Chair of the Alliance for Health Policy.
