The Alliance for Health Policy Releases Two Companion Reports Highlighting Challenges, Opportunities in Health Insurance Policy Today

– Insights report highlights key findings from expert community going beyond “hot topics,” sheds light on 2025 trends, long term systems issues, and fundamental questions

– Seminar report reflects diverse expert stakeholder recommendations identifying and addressing priority educational gaps on the topic for policymakers and the broader policy community

Washington, D.C. — The Alliance for Health Policy today released two reports from a 2025 Signature Seminar on the future of health insurance, one of the most complex and consequential areas of U.S. health care. The reports reflect outputs from the two-part program:

  • Insights Report: findings from a series of interviews with the Alliance expert community, which guided topics of discussion for the Seminar workshops
  • Seminar Report: a summary of two expert workshops focused on creating roadmaps for congressional education

“Health insurance touches every part of the American health system and, like much of U.S. health care, has been built over time with confusing layers of rules, jurisdictions, and market complexities,” said Claire Sheahan, M.Sc., President and CEO of the Alliance for Health Policy. “By bringing together diverse voices, these reports do two things: they capture what those who are in-the-know see as the most urgent and impactful issues, and they spotlight the critical gaps in education and recommendations that the Alliance can address through future educational programs.”

The insights report is based on a series of listening sessions with health policy experts inside and out of government, who shed light on the areas of interest and promise in health insurance policy. Using a version of the systems thinking “iceberg” framework, the report identifies high-visibility issues—like affordability, prior authorization, Medicare Advantage, and pharmacy benefit managers—while also surfacing underlying trends, system issues, and fundamental questions.

The seminar report summarizes findings from two workshops that convened more than 40 experts and stakeholders to advise on and develop resources that help congressional staff navigate health insurance policy. The first workshop focused on co-creating a congressional curriculum on health insurance, defining essential learning goals and interactive approaches to help staffers gain clarity. The second workshop tackled jargon and misused terms—such as “managed care,” “cost-sharing,” and “value-based care”—and developed an outline of a scenario-based guide to help staff apply this knowledge in practice.

The Signature Seminar represents the first phase of the Alliance’s two-step program lifecycle: “Incubate to Educate.” The “Incubate” phase consists of expert-driven insight development, strategy workshops, and reporting to inform future educational programming (“Educate”).
