The Alliance for Health Policy Releases Final Report from 2025 Signature Series on Aging in America

– New report highlights expert-driven insights and education strategies from the yearlong series in aging policy

– Sets the stage for future aging educational programming for policymakers and the public

Washington, D.C. — The Alliance for Health Policy today released its final report from the 2025 Signature Series on Aging in America, offering a comprehensive overview of expert-led insights and stakeholder-informed outputs from its yearlong educational deep-dive into aging health policy.

The report synthesizes findings from a thought leader workshop, spotlight webinar, and public summit, which culminated in a Congressional briefing that took place yesterday on Capitol Hill. The briefing marked the close of the 2025 Series and brought together policymakers and issue-area experts to learn about Long-Term Services and Supports (LTSS): what they include, how they’re financed, and why rising demand is raising new questions about how policies can support aging, independence, and caregiving in America.

“As the population of older adults grows and diversifies, the need for informed, nonpartisan aging policy education is timelier than ever,” said Claire Sheahan, M.Sc., President and CEO of the Alliance for Health Policy. “This final report represents the voices of caregivers, researchers, health system leaders, and older adults themselves. It lays the groundwork for what policymakers need to know to understand and anticipate the needs of older Americans in the years ahead.”

Key themes in the report include the changing face of aging in America; core aging policy areas of Medicaid, Medicare, Social Security, and the Older Americans Act; the role of financial policies such as those governing retirement planning and accounts; the unrealized opportunity to seize planning “windows” for individuals to preserve autonomy; opportunities like multigenerational approaches and solo aging focused policies; and the need for a sustainable, solvent, and well-understood solution to long-term care funding. The report also includes draft recommendations for future congressional curriculum on aging that’s designed to help Hill staff and stakeholders better understand the building blocks of aging policy.

The 2025 Signature Series was informed by an insights report published in February 2025 based on a series of listening sessions with cross-sector community experts to identify key challenges and opportunities in aging policy.

The Alliance now seeks partners to continue developing additional timely, expert-informed educational programming on aging policy.

Looking to next year, the Alliance will explore the future of U.S. health care financing through its 2026 Signature Series on “Health Care Payment: Where We Are, Where We Are Going.” The upcoming series will unpack the complexities of how health care is paid for today and what payment policy could look like in the future.
