Letter from the CEO: Building Trust in a “Trust Recession” with the BLC Fellowship

Hi friends, We’re already at the halfway point of the 2026 Bipartisan Learning Communities (BLC) Congressional Fellowship, if you can believe it. Since our last program update in May, the fellows have kept up a steady pace of learning and community-building. One thing I’ve noticed is that our classes have different personalities. The first class was populated by a group that was open to new experiences. They were our pioneers. This year, we’re seeing a class of fellows who joined a proven program who are making the most of their time: showing up ready to ask questions and take notes, and leveraging every chance to learn and grow in their careers on the Hill. We’ve witnessed that in the ways the fellows are molding this fellowship into something completely their own. In addition to learning from our experts and events, they’ve built on last year’s fellowship strides in working together. They’ve turned to each other as resources that they can call first when seeking a second point of view on an issue or a piece of legislation, thereby strengthening their peer network across the aisle, across chambers, and across delegations. “I’ve made connections I wouldn’t otherwise have made if the Alliance fellowship hadn’t set the table. I’m grabbing coffee with my fellow cohort members outside of our regular sessions, and they’re sending me opportunities happening in their own offices.” – Jerdashia Scott, Legislative Correspondent, Office of Rep. Jim Clyburn (D-S.C.) The beauty of it is that that’s the fellowship working...

The Alliance for Health Policy Releases Final Report from 2026 Signature Series on Health Care Payment

FOR IMMEDIATE RELEASE:September 2, 2026 The Alliance for Health Policy Releases Final Report from 2026 Signature Series on Health Care Payment – Report synthesizes a yearlong, nonpartisan exploration of how health care payment works today and where policy could go next – A companion educational resource maps twelve payment policies based on impact and feasibility Washington, D.C. — The Alliance for Health Policy today released its final report from the 2026 Signature Series on Health Care Payment, concluding a yearlong, nonpartisan exploration of how health care is financed and paid for today, and what payment policy could look like in the future. The report synthesizes learnings from a listening tour, thought leader workshop, spotlight webinar, and public summit, which culminated in a congressional briefing yesterday on Capitol Hill. “Health care payment shapes nearly every part of the health care system, yet it remains one of the least understood areas of health policy,” said Claire Sheahan, M.Sc., President and CEO of the Alliance for Health Policy. “This report captures a year of listening to experts across the health care ecosystem and translating what we heard into education for the policymakers and staff who work on these issues every day. Throughout the Series, we looked at the issue in the domains our experts identified as most important: overall insurance strategies, hospital payment, physician payment, and drug/device payment.” “With recent interest on the Hill focused on physician payment, the time was right for a congressional briefing on MACRA,” said Sheahan. “We know that...

The Alliance for Health Policy Announces 2027 Signature Series on “Affordability”

FOR IMMEDIATE RELEASE:July 28, 2026 The Alliance for Health Policy Announces 2027 Signature Series on “Affordability” – Announcement comes on the heels of the Alliance’s July 22 Summit on health care payment – New series will bring patients, providers, payers, employers, and policymakers into conversation about the cost of care Washington, D.C. — Fresh off its public summit on health care payment, the Alliance for Health Policy will turn its attention to a topic that touches nearly every American. The organization unveiled “Affordability” as the theme of its 2027 Signature Series. When it comes to affordability, the concern is both widespread and bipartisan. A recent KFF tracking poll revealed health care costs ranked as the top of the public’s economic worries. Democrats, Republicans, and independents alike are “very worried,” indicating that cost concerns are the result of mounting strain on Americans rather than tied to any single party or moment. During the 2027 Series, the Alliance will examine what it actually costs to get and stay well in the U.S., from premiums and deductibles to prescription drug prices and the price tags attached to hospital and physician care, and connect those costs back to the policies and system dynamics that produce them. “We know from polling that when people talk about affordability, they are talking about health care. For our community, the question of ‘how does health care policy address affordability’ is central,” said Claire Sheahan, M.Sc., President and CEO of the Alliance for Health Policy. “This past year during...

Letter from the CEO: An Early Update on the 2026 BLC Fellowship

Hi friends, 2026 has been moving fast, and you may not realize that the Alliance has already kicked off our second year of the Bipartisan Learning Communities (BLC) Congressional Fellowship. In the meantime, in the spirit of the Alliance’s commitment to shared learning, I’m sharing some top-line findings from our inaugural year. First: we overachieved against our set objectives. By a lot. Fellows from the inaugural year reported gains in confidence, day-to-day application of skills on the Hill, and their ability to engage more effectively in policy discussions – all at 95% or higher. Just as important, these findings are already shaping how we’ve strengthened the program for year two. They also reinforce something many of you have voiced to us: there is a real appetite on the Hill for structured, nonpartisan learning opportunities to close educational gaps on health policy. That’s exactly what we’re building with this one-of-a-kind fellowship program. It’s an opportunity for staff to deepen their policy knowledge, learn to navigate complex legislative dynamics, and strengthen their relationships across the aisle. A bullseye for our mission to demystify complex policy topics, especially for Congressional staff. All our programs derive their quality from our community, so thank you for being part of this success. We plan to build on the momentum of this energizing program. The fellowship is annual, but the community of learners we are building will last long beyond that. We’re excited to see what’s ahead! Sincerely, Claire Sheahan President and CEOAlliance for Health Policy Recent...

This year’s fellows will join an even stronger program, because it incorporates inputs and learnings from year one. Our aim is not only to transfer knowledge, but...

2025 In Review: Highlights from a Transformational Year at the Alliance

This year, the Alliance for Health Policy kept the wind in our sails from 2024 and continued to rack up breakthroughs in our programming. Most notably, we launched and completed our first-ever Congressional Fellowship, deepening our historic organizational commitment to educating early-career Hill staff. It marked an evolution of how the Alliance supports the next generation of health policymakers, moving from one-off education to more sustained, relationship-driven learning. We built a curriculum that featured input from senior Hill staffers, health policy experts, and those with experience developing adult educational programs. Our team created the back-end capabilities to ensure our fellows could access program resources, and engaged more than 30 experts through the program. The results are in: the first fellowship cohort was a resounding success! We recruited 30 outstanding staffers from both chambers and both parties, representing 19 states across the U.S., and covered timely, relevant topics like reconciliation, CBO, and how to work with Committees staff with seasoned experts ready to give examples, share stories, and explain complexities. We could not be prouder of our fellows, who jumped into the program with enthusiasm, curiosity, and commitment, sharing their questions, preferences, and learning with us. The Alliance team heeded the advice of senior Hill staff to create a curriculum that went beyond content knowledge to build skills and networks. To do that, we built new platforms for conversations, invited the fellows’ direction on the topics they were most interested in, and tried new ways of collaborative learning, including salon-style dinners...

Letter from the CEO: A Look Inside the 2025 BLC Fellowship

Hi friends, It’s hard to believe we’re already halfway through the 2025 Bipartisan Learning Communities (BLC) Congressional Fellowship. And what a dynamic, engaging first half it’s been. Since March, our first-ever fellowship cohort of 30 early-to-mid career Hill staff has been deepening their understanding of health policy, expanding their networks, and building the kind of confidence that only comes from real-world engagement and hands-on learning. We’ve aimed to strike that balance. And thanks to the insights of our expert community (and feedback from the fellows themselves), we’re off to a strong start. Here’s a quick snapshot of what’s unfolded so far: An energizing orientation kickoff that set the tone, covering the timely topic of Reconciliation; Our first social dinner, where connections began to form in small group conversations with experienced leaders in health policy; A substantive, insider-focused webinar on how committees really work, and the best ways to work with staff there; The launch of our “Historical Moments in Health Policy” learning project, where fellows will explore key inflection points in policy history; A round of Expert Hours, connecting fellows directly with people in “the room where it happened” for MMA, ACA and IRA; The launch of our dedicated Fellow Portal,...

The Alliance for Health Policy Announces 2025 Signature Series Theme: Addressing the Complex Health and Policy Needs of an Aging America

FOR IMMEDIATE RELEASE: The Alliance for Health Policy Announces 2025 Signature Series Theme: Addressing the Complex Health and Policy Needs of an Aging America Washington, D.C. –  The Alliance for Health Policy is proud to announce the theme for its 2025 Signature Series: “Aging in America.” As the population of Americans aged 65 and older is projected to increase by 47% by 2050, this series will delve into the profound implications of this demographic shift and explore key questions to prepare the nation for the future of aging in health care. Dianne Faup, board member of the Alliance for Health Policy, remarked, “As life spans increase and our population ages, we are confronted with one of the most significant challenges in modern health policy.  These older populations often have complex health related social needs which can be addressed through effective use of our federal and state programs. The opportunity is now for health policymakers to reexamine the approach to the federal budget, long-term care policy, and programs like Medicare, Medicaid, and Social Security to better serve older Americans and sustain for future generations. With so much in the balance, Aging in America is a perfect topic for the Alliance for Health Policy’s 2025 Signature Series to address.” 98% of seniors currently are covered by Medicare, and 12 million benefit from Medicaid. With nearly three-quarters of older adults requiring caregiver assistance and over 20% remaining in the workforce, the demands on the nation’s health care system, workforce, and social services are...

The Alliance for Health Policy Launches New “Bipartisan Learning Communities” Program

FOR IMMEDIATE RELEASE Washington, D.C. – The Alliance for Health Policy is proud to announce the launch of its upcoming congressional fellowship, a key component of the newly established “Bipartisan Learning Communities” program. The working group also produced insights for a Working Group Meeting Report available now on the Alliance website. The Alliance will employ these principles in designing a curriculum for the coming year for their Bipartisan Learning Communities, and ensure that the features identified, selectivity, personal connection, and best practices in adult learning are included in their programming. The Alliance is releasing this report to share the findings with organizations with similar missions that can benefit from the collective wisdom of the working group to define and develop curricula that provide educational and professional development value.  “At the Alliance, we believe that real change in health policy can only happen when we break down the silos that have long dominated the conversation,” said Claire Sheahan, M.S.c., President and CEO of the...

The Signature Series is the Alliance’s annual hallmark programming that seeks to address the most challenging issues in health policy by convening cross-sector dialogues with experts in both policy and practice. The Alliance for Health Policy concluded its 2023 Signature Series with a briefing on the health care workforce

On Wednesday, November 1, the Alliance for Health Policy hosted a public congressional briefing as the final event in the 2023 Signature Series. The briefing, “The Role of the U.S. Health Care Workforce in Achieving a Person-Centered Health System,” covered the current state of the health care workforce, identified key challenges that create barriers to advancing person-first care, and explored potential opportunities for policy change. Panelists: Sheila- Pradia Williams, MBA, Deputy Associate Administrator at the Bureau of Health Workforce, Health Resources and Services Administration (HRSA) Patricia Pittman, Ph.D., Fitzhugh Mullan Professor of Health Workforce Equity, Milken Institute School of Public Health, George Washington University April Joy Damian, Ph.D., MSc, Vice President and Director, Weitzman Institute Murielle Beene, DNP, MBA, MPH, MS, RN-BC, Senior Vice President and Chief Health Informatics Officer, Trinity Health Farida Ahmed, MHS, Associate Program Officer,  National Academy of Sciences On workforce maldistribution: Patricia Pittman, Ph.D.: “COGME recommends about 40% of our physician workforce should be primary care. When we are graduating folks from the residency, it actually adds up to about 54%, but after the residency, it goes up to below 30%. We lose them through the specialization process. This is largely driven by the issue of income. We have a problem in the way we pay physicians; it’s driving the maldistribution by specialty. It also is driven by geography.” April Damian, Ph.D., MSc: “Part of the challenge right now with us falling short of a person-first healthcare system is that leadership, as well as those who...

A Letter from Sarah Dash on “The Road Ahead”

The Odyssey. The Wizard of Oz. Into the Woods. Life is a Highway. Thunder Road.  From ancient times to the present, from the sublime to the everyday, our culture is replete with stories about the journeys we take in life. When we travel through memory, we “revisit” the past. When we face a tough decision, we’re at a “crossroads”. And when we are called to new adventures, we venture into “uncharted territory.” As people, we are meant to explore – whether physically traveling from place to place, or inwardly, on the metaphorical hero’s journey (or both). Along the way, important life lessons are learned. New alliances are formed. Difficult choices are made. And sometimes, our heroes confront their darkest fears and emerge with deeper clarity and wisdom about their next steps. What does all this mean for those of us who have dedicated our careers to health policy? Let us consider what typically draws our heroes out of their comfort zones: an unexpected visitor, a cataclysmic event, or a growing, unsettling recognition that the status quo, as comfortable as it might seem, is simply too painful to sustain. I believe we are now at that point in our health policy journey. We must now choose: between the illusory comfort of a status quo that has left life expectancy declining, costs increasing, and people voicing their frustrations with a confusing and fragmented health care experience – and the possibility of designing for a future that empowers health and prosperity, delivers seamless,...

Message from the President: This is Your Alliance

https://youtu.be/SPNJS6NhBmI?si=G3PPXn_-xpwbpBX5 One of the things about the Alliance is that when we changed our name in 2017 we kept the “Alliance” part. With every day that goes by I think that is more and more important, because what we’ve learned is that the strength of the Alliance lies in the diversity of the people: Our staff, our board, our team, our network, our speakers, the people who participate in our programs, and our audience. I think one of the really special things about the Alliance is that it isn’t just what we think, our mission to educate, to bridge, to advance knowledge and understanding in health policy is so much bigger than any one of us. What’s really clear to me is that it’s not just our alliance, this is your Alliance. If you come to the Alliance, whether you find us online, or you actually come to one of programs in person, this is for you. We are here, we have a mission to serve you if you have a thirst for knowledge, if you want to learn, and if you want grow personally and professional in the field of health policy, this is your Alliance. ∼ Sarah Dash, President and CEO, Alliance for Health Policy Video production courtesy of Firefly Imageworks.

Celebrating 30 Years of Advancing Health Policy Knowledge

It was 1991: Boyz II Men was about to top the music charts, leg warmers were giving way to flannel, and I was deep in rehearsals for my high school play. But for people across the country, health care was quickly becoming a rising concern. National health expenditures and the number of uninsured had risen, and policymakers were actively debating solutions. When the Alliance was founded that year, the goal was to offer policymakers an educational resource that fostered a balanced exchange of evidence, experience, and perspectives, with the central goal of advancing solution-focused dialogue on the latest health policy issues of the day. Since our first briefing on Capitol Hill in 1992, we have done just that. By covering both the basics of health policy and the complexities, examining unsolved problems and emerging trends, the Alliance has been a constant for three decades. We have brought together generations of congressional staff and elected officials through over 1,000 policy briefings and retreats, networking events and listening tours. We produced a one-of-a-kind health policy source book for journalists and kept abreast of the latest issues, all while elevating a diversity of ideas in the same room. When I made my way to Washington, D.C. in the early 2000’s, health policy degree in hand, I often found myself in the Senate Dirksen building, even more so after I became a Hill staffer, attending Alliance lunches on topics ranging from children’s health to the rollout of the Medicare Part D benefit. And I...

Message from the President: Traveling the Road Ahead

As we look forward to the rest of 2022 and enter our thirtieth year, I want to take a moment to summarize some reflections about the road we’ve traveled at the Alliance, share with you our growth plans, and emphasize the values that will guide us as we advance. The past several years have been dynamic and action-packed as we have sought to meet the need for unbiased, timely information during an extraordinary time in our nation’s history. But our days have also been full of introspection. We have been reflecting on our role as an evidence-based, ‘honest broker’ in a country that increasingly believes different sources of truth; about the imperative to effectively address health equity in our programming; and about how we can best serve as an inclusive forum for constructive dialogue in a way that informs effective solutions to the many pressing health policy challenges facing our country. These are big questions, and to chart our path forward in the face of so much complexity, we realized we had to start with an Alliance-specific, clear set of values. These values, which we developed collaboratively and with our Board, are constant touchstones that clearly and accurately distill what is core to the Alliance: Collaborative learning, grounded in evidence and informed by experience: We promote a shared understanding of the facts and real-life experiences that affect health and health care in America. Constructive and proactive problem solving: We come to every conversation ready to bring out the best ideas...

The 2022 iteration of this annual Series has been redesigned to focus on one central theme, thus allowing our audience the opportunity to dive deeper into the core issues of the topic and build upon their knowledge and understanding as the Series progresses. The six key elements of this reimagined Signature Series are all founded upon the principle of including diverse viewpoints and perspectives, ensuring each discussion and event is holistically approached. “The Signature Series has grown immensely since it first launched in 2017. What started as a small endeavor has now emerged as a staple of learning and networking for the health policy community at large,” said Kathryn Martucci, Director of Policy & Programs. The pandemic has subsequently contributed to and laid bare even more widespread challenges and disparities in Americans’ mental wellness. With a four-fold increase in adults who reported feeling symptoms of anxiety and depression in 2020 alone (KFF, 2021), millions of American households are affected. The 2022 Signature Series will...

BMS Applauds Opportunities for Value-Based Contracting under RFI

Mike Ryan Last week, the Centers for Medicare & Medicaid Innovation (CMMI) released a Request for Information seeking public comments on potential new patient-centered initiatives. These initiatives complement existing and ongoing initiatives at the Centers for Medicare & Medicaid Services (CMS). Bristol-Myers Squibb (BMS) applauds the announcement, to “promote patient-centered care and to test market-driven reforms.” It is our belief that these reforms “empower beneficiaries as consumers, provide price transparency, increase choices and competition to drive quality, reduce costs, and improve outcomes.” This is an exciting opportunity for innovators such as BMS as we seek ways to overcome existing hurdles inherent in our federal landscape so we can increase value for patients. The Agency’s RFI emphasizes increased flexibility and reduced regulatory burden. It focuses on voluntary models, and analyzing options for alternative prescription drug models that can be easily aligned with existing demonstrations and policies already underway. We know from the Agency’s proposed Medicare Outpatient Prospective Payment System and Physician Payment System rules that CMS is looking at ways to reduce regulatory burden for providers and increase flexibility in the U.S. health care system. It is also notable that CMS recently announced plans to move away from mandatory and burdensome episodic payment models, and move toward voluntary models that involve greater stakeholder input and put patients first. There is greater demand for outcome-based contracting that allows payers and providers to minimize risk, in addition to letting manufacturers differentiate their products in patient care. These changes will be increasingly necessary in today’s...

Getting More for Our Money in Health Care

As we look to the future of health care in America, one thing we can all agree on is the critical role of primary care in controlling costs and safeguarding the nation’s health. There is a wealth of evidence showing that a strong foundation of primary care is what the health care system needs to deliver on the “triple aim” of better health, better care and lower costs. Unfortunately, current spending on primary care represents just 6% of total health care spending in the United States. Increasing it to 12%, according to the American Academy of Family Physicians (AAFP), would cut per-patient costs and lead to a decrease in overall health care expenditures. Cutting costs, of course, is not our only priority – more important is keeping people healthy. That is what is happening around the country in places where there are more primary care clinicians. Access to primary care reduces death rates for cancer, heart disease, stroke, and other diseases. In addition, patients with primary care access are less likely to be hospitalized. That is evident in the actions of a number of states that have adopted policies that prioritize primary care. State initiatives include new value-based payment models that reward doctors and hospitals, not for the number of procedures they perform, but instead for improving the health of their patients. The theme of value-based payment has been consistent across virtually every event held this year by the Alliance for Health Policy as part of the Future of Health...

The Alliance Has a New Name, but the Same Commitment to Health Policy Leaders

To our friends and supporters, For 25 years, the Alliance for Health Reform has provided a nonpartisan forum for learning and dialogue among policymakers and other leaders working to address the country’s most pressing health and health care issues. We have convened hundreds of briefings on Capitol Hill and around the nation on timely and important topics, connecting Congress, the administration, and the media directly to experts to better understand the health care system. Today, we announce our transition to a new name: The Alliance for Health Policy. Our new name is not a radical departure from where we started, but it more accurately reflects our commitment to serving as a trusted resource and convener for the entire health policy community. While we are realistic about the differences that exist between political parties, business interests, and individual circumstances across our country, we believe that meaningful and sustainable improvements to our health care system are more likely when they come from a place of common ground. Our name change reflects the need to focus on health policy informed by evidence, experience, and multiple perspectives. It is also driven by the recognition that “health reform” doesn’t mean the same thing to everyone, and that it is not a one-time goal. Health policy happens every day, and it has real-life consequences in ways big and small. Moving forward, we are going to redouble our efforts to provide health policy leaders with the best possible information on the foundations of health policy and the...
